MADISON, Wis. -- Some Madison lawmakers want to follow in the footsteps of Vermont, Massachusetts and other states to provide universal health care coverage. The issue might be debated in the upcoming legislative session. Two plans have gotten the most attention. One would require companies and employees to pay a percentage of wages into a statewide purchasing pool. Workers would be able to choose from three levels of insurance coverage. The other would require employers to pay a fee for each worker for one state health plan. Employees would be responsible for low co-payments, WISC-TV reported.Gov. Jim Doyle said that he doesn't want to fight over the entire system.Mike Huebsch, the Republican speaker of the Assembly, has called one of the plans a giant tax increase, and Democratic Senate Majority Leader Judy Robson said that it would take at least a year to build consensus on a universal plan, WISC-TV reported.
