MADISON, Wis. -- For the first time, there will no University of Wisconsin-Madison fraternity parties the night of Freakfest, Madison's city-sanctioned Halloween celebration.

UW-Madison said that none of the campus' 24 fraternities applied for a social event contract for Nov. 1.

As part of an agreement with the university and police, fraternities have to apply by Oct. 15 and take a Halloween risk training course with Madison police.

Although there won't be parties, there will still be an increased law enforcement presence.

At least 24 police officers will be patrolling student neighborhoods, including Langdon Street, during Freakfest.

"I'm disappointed that there won't be a party on Langdon Street this year, but I'm hoping that we can react to this in a Greek community and hopefully bring them back next year," said Matt Bernstein, president at Sigma Alpha Epsilon at UW-Madison.

The Sigma Alpha Epsilon fraternity has been newly reinstated on the UW-Madison campus after being suspended in 2005 after a Halloween party resulted in about $94,000 worth of citations.

The university and law enforcement have had the social contract and risk management training for two years. A formal party or social event is one that requires things like a contract, security at the door checking identification and a bartender.
