New Chancellor Might Bring Funding Changes

Carolyn Martin Brings Diverse Background

Now that the University of Wisconsin has named Carolyn "Biddy" Martin as the new chancellor, her selection might mean changes in for university funding.

Martin's nomination was announced on Wednesday. She said that funding is critical issue that she will be facing when she starts.

"I think the public nature of higher education is crucial," Martin said, "but I think it's inevitable and it’s already the case. The funding model will change and become more mixed."

Martin came from Cornell University, which is both a private and land-grant university. With that background, Martin might bring some new ideas to UW.

Cornell officials said among that Martin's accomplishments, she helped develop fundraising priorities in a $4-billion campaign and appointed a vice provost for land grant affairs to help foster relationships with the state of New York and redefine the meaning of land-grant status in the modern age.

New ideas are certainly welcome. Both Mark Bugher, director of the University Research Park, and Brett Davis, a chair holder on the Assembly Education committee, agree that it is a good time to re-examine funding.

"I'd like to see all ideas on the table right now and if there's ways to remove some of the barriers that have been there before, ways to restructure the financing that we've had in the state," said Davis. "I think now is the time to take that opportunity to do it."

"I think a case needs to be made to the Legislature that the UW system is a high priority and needs to be funded accordingly," said Bugher. "There (are) opportunities for other funding mechanisms, and UW Madison in particular has taken advantage of many of those."

Martin still needs to be approved by the full UW Board of Regents next week.
