PHASE-OUT WORK PROGRAMS FOR THE MENTALLY DISABLED
DURING THE NEXT FIVE YEARS.

THE REASON FOR THE CHANGE IS TO GET INDIVIDUALS WITH
MENTAL DISABILITIES OUT OF SEGREGATED ENVIRONMENTS
AND HAVE THEM COMPETE IN THE PUBLIC WORK PLACE.
SOME ARE EXPRESSING CONCERN ABOUT WHETHER THAT IS
FAIR AND REALISTIC.

the job itself brings with it what jobs bring to anybody.
it brings self-esteem, it brings self worth, it brings
a meaning of why to get up in the morning.
it changed me to be more independant.

THIS ALL IS FALL-OUT FROM A SUPREME COURT RULING DEALING
WITH THE INSTITUTIONALIZATION OF INDIVIDUALS.
IT REQUIRES PERSONS WITH MENTAL DISABILITIES TO BE
IN A COMMUNITY SETTING RATHER THAN SEGREGATED.
ADVOCATES FOR THOSE WITH MENTAL DISABILITIES SEE THIS
AS EXTENSION OF THAT RULING THAT WAS NEVER INTENDED.
